In many circumstances cooling without Airco is possible with alternative solutions which can easily be introduced in new buildings and to some extend in retro-fitting.

3D CAD is essential in particular for Commercial projects, the entire BIM technology allowing 3D information exchange between consultants and contractors, collision detections between M&E-Construction-Fittings etc, fully detailed 3D working drawings with every element in place, allowing quantities calculated to a much greater perfection, thermal performance calculations straight from the 3D model, etc, etc. This will save a lot of money, in particular if repetition of errors and the domino effect on other parts of the construction can be avoided.
